the guy is actor leo fitzpatrick, he is amazing and according to his imdb page, he was only in 2 episodes of the 3th season.
Additional Note from FYTF: Thank you to everyone else who replied that he was the guy who ran when Lumpy’s gym was attacked. I don’t pay much attention to the prospects unless they stick around.
